Central Bank fines a foreign bank branch AED 200 million, and two of its officers
The Central Bank of the UAE has imposed AED 200 million on the branch of a foreign bank for repeated failures in anti-money laundering, sanctions and governance. It also fined the branch's chief executive and its head of compliance personally.
On 30 October 2026 the Central Bank of the UAE (CBUAE) announced a financial penalty of AED 200 million (about USD 54.5 million) on a branch of a foreign bank licensed in the UAE. It did not name the bank. The penalty rests on the findings of the CBUAE's examinations, which "revealed that the branch of the foreign bank had significant, repeated failures" in its anti-money laundering and counter-terrorist financing framework, its governance and compliance management, and its sanctions framework.

What the Central Bank did
The penalty reaches the people as well as the branch. The chief executive was fined AED 500,000 and the head of compliance, who is also the money laundering reporting officer, AED 300,000. The CBUAE gave the same reason for both: a failure to fulfil their responsibilities and the functions of their positions.
| Measure | Reported detail |
|---|---|
| Penalty on the branch | AED 200 million |
| Chief executive | AED 500,000 |
| Head of compliance and MLRO | AED 300,000 |
| Remediation | A mandatory programme, with independent validation |
| Fit and proper | Reassessment of the chief executive and the chief compliance officer |
| The CBUAE acted under the Federal Decree Law Regarding the Central Bank and Organisation of Financial Institutions and Activities, and for the individual penalties "its amendments" as well. |
| Penalty | Reason given | |
|---|---|---|
| The branch | AED 200 million | Significant, repeated failures in AML/CFT, governance and compliance management, and sanctions |
| Chief executive | AED 500,000 | Failure to fulfil responsibilities and the functions of the position |
| Head of compliance and MLRO | AED 300,000 | Failure to fulfil responsibilities and the functions of the position |
Who is affected
Every bank and finance company licensed by the Central Bank, and above all the UAE branches of foreign banks, where local management answers to a head office abroad. Customers of those banks feel it later: a bank under a remediation programme tends to re-paper client files and to turn away business it would once have taken.
What it means in practice
Two points for a client of a UAE bank. First, expect more requests for information on source of funds and ownership, and expect them from banks that were never named. A fine this size gets read in every compliance department in the country. Second, the personal fines tell you who the regulator holds to account. In practice the MLRO and the chief executive sign what the regulator reads.
